a8517d2edf Emphasize incompleteness of translations 
Several commits ago I moved our "We support multiple languages" boast
way down in the Major Features section, because as I perused the
translations I discovered many were not actually translations, just
copies of English settings, and the help files were either not
translated at all (they were just placeholders for that support) or
had not been updated since they were originally translated back in the
early 2000s.  It's actually a little embarrassing to continue to claim
such broad language support when it's either not really supported or
never maintained.

This commit adds a tiny bit of text asking for more help.
